Was Morgan Hill (a City in Northern California) a ‘Dry Run’ attack by Terrorists?

Was this attack similar to the Northwest Flight 327 (http://bobmccarty.com/2007/05/30/flight-327-termed-a-dry-run-for-terrorists/) a few years ago, a “dry run” by terrorists who wanted to see how officials would respond?

Bruce Perens writes “Just after midnight on Thursday, April 9, unidentified attackers climbed down four manholes serving the Northern California city of Morgan Hill and cut eight fiber cables
(http://www.mercurynews.com/localnewsheadlines/ci_12106300?nclick_check=1) in what appears to have been an organized attack on the electronic infrastructure of an American city. Its implications, though startling, have gone almost un-reported.”

It is amazing – after a person’s house gets robbed they install a security system! This is the same thinking that is going to get into serious trouble. Lax infrastructure security is endemic in the United States and most of the world. This time it’s not going to be terrorists flying jet airplanes into buildings; it’s going to be much easier targets that the people responsible have failed to take the necessary precautions.
